Animal Services Advisory Committee Board of Adjustment
  • Consists of six (6) members.                
  • Meets quarterly.
  • Advises the City Council and Managing Director of Health in complying with the Texas Department of State Health Services rules pertaining to animal shelters.
  • Consists of nine (9) members.                
  • Meets 3rd Wednesday of every month.
  • Considers applications for variances to zoning ordinance regulation, hears appeals regarding determination of the Zoning Administrator, and considers action concerning non-conforming uses.

Civil Service Commission Citizens Environmental & Neighborhood Advisory Committee
  • Consists of three (3) members.                
  • Meets quarterly.
  • Reviews policy and procedures of the Police and Fire Departments with regard to Civil Service employees with primary focus on disciplinary, testing, hiring and promotional procedures.
  • Consists of nine (9) members.                
  • Meets 2nd Wednesday of each month.
  • Reviews, develops, and recommends new and environmental and neighborhood related projects to the City Council.

Community Multicultural Commission Garland Cultural Arts Commission
  • Consists of thirteen (13) members.               
  • Meets 3rd Thursday of each month.
  • Researches issues and makes recommendations to Council concerning the City’s changing demographic composition and diverse needs.
  • Consists of nine (9) members.                
  • Meets quarterly.

Garland Youth Council Property Standards Board
  •  Consists of twenty (20) members.                
  • Meets second Tuesday of each month.
  • Provides a forum which educates Garland’s youth to the various workings of City business, and allows youth to be a voice to address their particular ideas and concerns.
  •  Consists of nine (9) voting members.                
  • Meets as needed.
  • Reviews staff recommendations and issues orders requiring repair/demolition and/or civil penalties.

  • Advises on acquisitions, maintenance, operation, and use of parks, playgrounds, and open spaces.

  • Meets 2nd and 4th Monday of each month.
  • Reviews rezoning applications, subdivision plats and site plans, and advises Council regarding comprehensive planning issues.

Senior Citizens Advisory Commission Unified Building Standards Commission
  • Consists of nine (9)members                      
  • Meets 1st Thursday of every month.
  • Advises Council on senior citizen issues.
                
  • Consists of nine (9) members: one qualified person
    with training and experience in each of the following industries:  a member of the public, architecture or
    technical design, engineer, commercial contractor, plumbing, HVAC/mechanical contractor, electrical and a person with training or experience to pass on matters pertaining to hazards of fire, explosions, hazardous conditions or fire protection systems.                
  • Meets on call.
  • Reviews proposed amendments to construction model codes and hears appeals on rulings of the Building Official or Fire Chief.

Tax Increment Financing Boards

 

    Texas Tax Code Chapter 311 gives Cities the authority to create these special districts, one of the most effective key economic development tools in the State. The City of Garland has three tax increment financing (TIF) districts to promote the development and redevelopment of the following key geographic areas: Downtown and the area around the Forest-Jupiter Light Rail Station, I-30 Corridor, and TIF Zone #3.
